PERFORMANCE BASED NAVIGATION(PBN)

ICAO's PBN Concept

ICAO's Performance Based Navigation Concept (PBN) aims to ensure global standardisation of RNAV and RNP specifications and to limit the proliferation of navigation specifications in use world-wide. It is a new concept based on the use of Area Navigation (RNAV) systems. Significantly, it is a move from a limited statement of required performance accuracy to more extensive statements of required performance in terms of accuracy, integrity, continuity and availability, together with descriptions of how this performance is to be achieved in terms of aircraft and crew requirements.

PBN is one of several enablers of an Airspace Concept. The others are Communications, ATS Surveillance and ATM.

The PBN Concept is comprised of three components: The Navigation Specification, the Navaid Infrastructure and the Navigation Application.

The Navigation Specification prescribes the performance requirements in terms of accuracy, integrity, continuity and availability for proposed operations in a particular Airspace. The Navigation Specification also describes how these performance requirements are to be achieved i.e. which navigation functionalities are required to achieve the prescribed performance. Associated requirements related to pilot knowledge and training and operational approval. A Navigation Specification is either a RNP specification or a RNAV specification. A RNP specification includes a requirement for on-board self-contained performance monitoring and alerting while a RNAV specification does not.

The Navaid Infrastructure relates to ground- or space-based navigation aids that are called up in each Navigation Specification.

The Navigation Application refers to the application of the Navigation Specification and Navaid Infrastructure in the context of an airspace concept to ATS routes and instrument flight procedures.

ICAO's Performance Based Navigation (PBN) Concept replaces the RNP concept of the 1990s. Consequently, much of the terminology associated with the RNP Concept (such as RNP Type and RNP Value) does not exist in the PBN Concept. While the expression RNP is still used in the PBN concept its only connotation relates to RNP specifications or applications requiring on-board-performance monitoring and alerting.

The PBN Manual will replace the RNP Manual but the ICAO Document Number of 9613 will be retained (It’s current status if a Final Working Draft but available for review at www.icao.int/pbn). The PBN Manual is to be sold by ICAO in two Volumes (which are intended for sale together). Volume I of the PBN Manual is made up of two parts: Part A describes the PBN Concept, The Airspace Concept and how the PBN Concept is used in practice. Part B provides Implementation Guidance for ANSPs in the form of three processes. Volume II of the PBN Manual is also made up of three parts. Part A describes on-board performance monitoring and alerting and Safety Assessments, whilst Parts B and C contain ICAO’s RNAV and RNP specifications which are to be used by States as a basis for certification and operational approval.

PBN in ECAC

Whilst Terminal and En Route RNAV developments in ECAC have been performance-driven since their inception, Approach developments have mainly been sensor driven and over time, Approach navigation specifications will all become performance driven. Some of the impact of ICAO's PBN Concept on ECAC includes:

ECAC's B-RNAV standard contained in AMC 20-4 is identical to the RNAV 5 specification in ICAO PBN, but there is presently no intention to rename B-RNAV to RNAV 5.

ECAC's P-RNAV standard is not identical to the ICAO RNAV 1 specification but may be viewed as a European Application of the RNAV 1 specification. The difference between P-RNAV and RNAV1 centres on the allowable ground navigation aids and the PBN manual identifies additional requirements for obtaining RNAV 1 approval for an operator already having approval against TGL 10. It is not envisaged to migrate from P-RNAV to RNAV 1 in ECAC. Nevertheless, as more aircraft become approved to RNAV 1 in order to operate to those areas of the world where RNAV 1 is required, the uptake of RNAV 1 is expected to increase.

Note: For the differences between P-RNAV and ICAO's RNAV 1 specification, see PBN Manual Vol. II, Part B, Chapter 3, para. 3.3.2.4.

In the immediate future, work being undertaken by ICAO's IFPP to make approach applications performance based, will affect ECAC.

Furthermore, it is envisaged that future ECAC navigation developments will be aligned with ICAO's PBN Strategy.

300 kgs of fuel loss in CENTER TANK

Please be reminded that 300 kgs of fuel may be lossed during flight ,if fuel was refuelled in center tank( especially 2-3 hour flights). So , for avoiding minimum fuel landing , top up fuel approx 300kgs from your planned ramp fuel. This problem was caused by fuel capacitance error .

left "pack"light illuminated before cont cabin and aft cabin "zone temp" lights illuminated on TDH

Flight to GAYA and VNS .during taxi out from GAYA , LEFT "PACK" light illum. 3minutes after that, both CONT CAB and AFT CAB "ZONE TEMP" light illum. malfunction checklists performed. I continued flight to VNS with cruise at FL 100 for safety reason. After landing at VNS, our licensed engineer found that fault occured at pack controller computer in E/E compartment, but could be resetted at the box. Flight resumed normal back to BKK.

TDH flap asymmetry

23/1/2009 FOG caused Diversion

VTBD 230000Z 09002KT 1000 BR NSC 21/20 Q1010 BECMG TL0100 BR
VTBD 230030Z 09002KT 1500 BR NSC 21/20 Q1011 BECMG FM0200 2000 BR
VTBD ....VIS/RVR=200 SCT001...FG
Pressurization, CRS,NAV,Freq
VTBD 230200Z 11003KT 0250 FG SCT008 BKN300 22/21 Q1012 BECMG FM0210 0500 FG
